Washington, DC— If a tornado occurs in your town, you might not be able to call Uncle Sam. House Republicans propose requiring cuts to other Federal programs, such as Head Start or Medicare, before funding emergency disaster relief. This changes a long standing Congressional practice of providing funding for disasters as they occur and when they are most needed.
